They are a Non Governmental Think tank that discusses long term problems, and potential solutions to situations that have or could have an effect on American security. This is not just about potential military threats.
Economic issues, access to resources, alliances, international crime, trafficking in sex, drugs, pirated media, etc.
This report is about the expansion and advancement of the Cartels out of central america. Inroads here in the US, and how ethnic gangs are used to distribute smuggled goods, and the attendant violence, and the potential for destabilization of our economy and governmental services.
