For the sum of $10,000 per month the professional hacker in the article below was hired to damage a particular Mobile Phone service in Liberia by one of it's competitors. The hacker wrote a program that took control of one MILLION wifi enabled smart devices in several countries by using his Smartphone.
The program he wrote was working fine until it started thinking for itself and he lost control of it. At that point it crashed almost the entire Telecommunications and Internet network of the entire country of Liberia.
This was one guy who was self-taught and was selling his services on the Dark Web. Think about what a well funded and organized Nation-State military organization could do.
